●At least two independent entities from two Eurostars countries
●At least one partner from an EU or Horizon Europe Associated Country
●SMEs' share of project cost at least 50% (excluding subcontracting)
●No participant or country exceeds 70% of project budget
●Exclusive focus on civil applications
●Compliance with additional national or regional rules

Selection Criteria

●Quality and efficiency of implementation (consortium quality, project management, cost structure)
●Impact (market size, market access, competitive advantage, commercialisation plans, economic/societal impact)
●Excellence (degree of innovation, technical challenge, technical achievability)
